Not wanting to read through 45+ pages of commentary, I wondered whether anyone had pointed out that the rights to this project would have to be procured from Tolkien's estate - which means going through Christopher Tolkien, who has voiced strong opposition to any film and/or other media adaptation of The Silmarillion outside of his own control.

Perhaps that's a reason why part 3 has never been completed? (Surely someone has referenced this before.)
